What Students Need to Do

Students compare who leads municipal, county, and state governments and what each level handles. They connect property taxes, sales taxes, bonds, and fees to government services.

What Mastery Looks Like

Students can identify the correct government level for a service and explain their choice. They can name likely revenue sources and explain that bonds are borrowed money, not taxes.

Common Misconceptions

Students often confuse city and county duties or assume the governor controls local government. They may treat bonds as taxes and overlook fees for permits, parks, utilities, or licenses.

How to Assess It

Give an exit ticket with four services: city police, county elections, state highways, and building permits. Students name the government level and one likely revenue source for each.

  1. Give groups cards naming officials, services, and revenue sources, then have them build municipal, county, and state government charts.

  2. Ask students to write: Which government level should repair a city street, run county elections, and fund state highways, and why?

  3. Play a three-column relay where teams place scenario cards under municipal, county, or state and earn points for accurate explanations.

  4. Use a local property tax statement or city fee schedule to trace one charge to the public service it supports.
