- Students explain the six goals named in the Preamble using their own words. They connect each goal to examples such as courts, national defense, public safety, and protecting freedom.

- Students can describe stronger unity, fair laws, peace at home, national defense, public well-being, and lasting liberty. They can match a government action to a goal and explain the connection.
Common Misconceptions
- Students may think the Preamble lists specific laws or gives detailed government powers. They may also confuse domestic peace with military defense or assume a more perfect union means a flawless nation.
How to Assess It
- Give students three government actions: running federal courts, defending the country, and protecting voting rights. Ask them to match each action to a Preamble goal and explain one match.

Ways to Teach It
Have pairs sort government action cards under six paraphrased Preamble goal labels, then defend two placements with evidence.
Ask students to write which Preamble goal matters most during a national emergency and support their choice with one example.
Play a matching relay where teams pair Preamble goals with short scenarios, earning a point only when their explanation is accurate.
Use a current local or national issue, such as disaster aid, and ask students which Preamble goal it supports and why.
