5.14 is a TEKS knowledge and skills statement. These are the student expectations under it.

What Students Need to Do

Students explain why the Declaration of Independence was written and identify its main ideas. They connect the Preamble to the goals of the Constitution. They explain why rights were added and how those protections limit government power.

What Mastery Looks Like

Students can distinguish the role of each founding document and support their explanation with a phrase or idea from the text. They can paraphrase the Preamble and give examples of rights protected by the first ten amendments.

Common Misconceptions

Students may treat all three documents as if they created the same rules. They may think the Declaration created the federal government or that the Constitution originally included the Bill of Rights. Some confuse personal freedoms with unlimited permission to act.

How to Assess It

Use a three-row exit ticket labeled Declaration, Constitution, and Bill of Rights. For each row, students write its main purpose and one reason it matters.

   Give pairs sentence strips from the three documents and have them sort each strip under independence, government goals, or protected rights.

   Ask students to write: Which document most directly limits government power, and what evidence supports your answer?

   Play a three-document match game using cards for purpose, key phrase, historical problem, and lasting importance.
