What This Cluster Means

What Students Need to Do

Students investigate a school, community, or Texas issue, compare possible responses, and select a workable solution. They use meetings, public comments, and voting to make a group decision, then check whether the solution worked.

What Mastery Looks Like

Students can state the problem, gather relevant facts, and explain the benefits and drawbacks of several options. They follow fair meeting rules, make a choice, carry it out, and use evidence to judge the result.

Common Misconceptions

Students may think a majority vote should happen before people gather facts or hear other views. They may confuse opinions with evidence, ignore drawbacks, or claim success without measuring results.

How to Assess It

Give students this exit ticket: “Our playground has too much litter. List two options, one benefit and drawback for each, a fair voting method, and one way to measure success.”

Ways to Teach It

  1. Hold a mock class council using role cards, speaker time limits, paper ballots, and a proposal for improving indoor recess.

  2. Ask students to write which matters more in a decision, majority preference or strongest evidence, then support their answer with an example.

  3. Give teams shuffled problem-solving step cards and have them race to arrange the cards, then explain why the order makes sense.

  4. Read a local council agenda item, compare two proposed responses, and write a short public comment recommending one option.
