What This Cluster Means
What Students Need to Do
- Students name a shared problem and collect facts about it. They suggest possible solutions, weigh what is good and difficult about each, then choose and try one. They take turns, listen, and use a fair vote or agreement to make group decisions.
What Mastery Looks Like
- A student can explain the problem, compare at least two workable choices, and give a reason for the chosen solution. The student participates respectfully in a group decision, carries out the plan, and checks whether the problem improved.
Common Misconceptions
- Students may jump to the first idea without gathering facts or comparing choices. They may think fair decision-making means everyone gets their own way, or that the loudest voice wins. They may stop after choosing a solution and forget to test whether it worked.
How to Assess It
- Exit ticket: “Class library books are often put on the wrong shelves. List two solutions, choose one, and explain how you would check it.”

Ways to Teach It
Give groups mixed classroom supplies, then have them sort the items, propose storage plans, discuss the choices, and vote on one plan.
Ask, “Should our class have assigned seats?” Students list two options, then write one benefit and one drawback for each.
Play Solution Steps Relay: teams arrange cards labeled problem, facts, choices, pros, cons, decision, action, and review.
Have students survey playground litter, compare two cleanup plans, choose one through a class vote, try it, and check the result.
