What This Standard Means

What Students Need to Do

Students identify freedoms protected in Georgia, such as speech, religion, assembly, petition, due process, and equal protection. They explain duties like obeying laws, paying taxes, and serving on a jury when summoned. They also describe civic responsibilities such as voting and staying informed.

What Mastery Looks Like

Students can classify a situation as a right, legal duty, or voluntary civic responsibility. They can explain how a protected right applies and name reasonable limits. They distinguish required jury service from voluntary actions such as voting.

Common Misconceptions

Students may treat every responsibility as legally required, including voting. They may think free speech protects threats or disruption in every setting. Some also assume Georgia can provide fewer protections than the United States Constitution requires.

How to Assess It

Use an exit ticket with three situations: criticizing a state law, ignoring a jury summons, and choosing not to vote. Students label each and explain their reasoning in one sentence.

Ways to Teach It

  1. Have pairs sort scenario cards into protected rights, legal duties, and voluntary civic responsibilities, then defend two choices with constitutional evidence.

  2. Ask students to write whether voting should be required in Georgia, using one right and one responsibility in their response.

  3. Play a three-corner game where students move to Right, Legal Duty, or Civic Responsibility after hearing each Georgia citizenship scenario.

  4. Examine a sample jury summons and voter guide, then list what each document asks citizens to do and whether participation is required.
