What Students Need to Do

Students trace how citizens help select national leaders in the United Kingdom, Germany, and Russia. They compare those roles with autocratic systems, where public choice is limited or absent.

What Mastery Looks Like

Students explain that British and German voters elect lawmakers, who then determine the head of government. They also explain that Russian voters directly elect the president and identify how autocratic rule limits meaningful choice.

Common Misconceptions

Students may think British voters directly elect the prime minister or German voters directly elect the chancellor. They may confuse the British monarch with the elected head of government or assume every election offers meaningful citizen choice.

How to Assess It

Give students three blank leadership-selection diagrams labeled United Kingdom, Germany, and Russia. Have them add voters, lawmakers, and leaders, then write one sentence comparing these systems with autocracy.

  1. Give groups voter, parliament, prime minister, chancellor, president, and monarch cards, then have them build leadership-selection chains for each country.
