What This Standard Means
What Students Need to Do
- Students explain how a group decides who gets something when there is not enough for everyone. They identify methods such as price, voting, sharing, contests, random drawing, authority, and taking turns in order.
What Mastery Looks Like
- Students can name the method used in a short situation and point to evidence. They can compare two methods and explain how each may produce a different result.
Common Misconceptions
- Students may think the fastest, strongest, or wealthiest person always deserves the item. They may also confuse authority with force or assume every voting result is fair to everyone.
How to Assess It
- Give students this exit ticket: “Four children want one classroom job. The teacher draws a name from a cup. How was the job assigned, and how do you know?”

Ways to Teach It
Give four students two markers, then use sharing, a name drawing, and first-come rules to compare who receives them.
Ask students to write: “What is the fairest way to choose one student for a special classroom job, and why?”
Have pairs sort situation cards under price, vote, contest, sharing, authority, lottery, and first-come labels.
Examine how concert tickets, lunch line places, library books, and team spots are assigned in the community.
