What This Standard Means

What Students Need to Do

Students read or view sources to define a problem, weigh possible solutions, and understand the audience. They create an evidence-based message that recommends action or shapes a decision.

What Mastery Looks Like

Students compare credible sources and select evidence that directly supports a workable recommendation. They produce a clear proposal, editorial, or public comment that anticipates objections and calls for specific action.

Common Misconceptions

Students may treat a strong opinion as enough and leave out evidence. They may summarize sources without recommending a decision, ignore counterarguments, or use the same message for every audience.

How to Assess It

Give students two short sources about a proposed school phone policy. Ask them to write a six-sentence recommendation using evidence, addressing one counterargument, and naming the intended audience.

Ways to Teach It

  1. Give groups a campus traffic map, complaint cards, and budget limits, then have them design and pitch one workable traffic solution.

  2. Ask students to write: Should seniors have an open-campus lunch, and which evidence would persuade administrators rather than students?

  3. Run an evidence auction where teams bid tokens on source excerpts, then defend which three best support a given recommendation.

  4. Have students read a local government proposal and draft a public comment supporting, opposing, or revising one part.
