What Students Need to Do: Students explain how the U.S. government participates in groups such as the United Nations and NATO through representatives, funding, negotiation, and voting. They describe how citizens participate through employment, volunteer work, donations, advocacy, and nongovernmental organizations.
What Mastery Looks Like: Students can identify whether an action belongs to the U.S. government, individual citizens, or both. They can name an international organization and explain one specific form of participation.
Common Misconceptions: Students may confuse international organizations with foreign governments or assume every organization can make laws for the United States. They may also think citizens participate only by voting in U.S. elections.
How to Assess It: Give students this exit prompt: Name one international organization, then describe one way the U.S. government and one way citizens participate in its work.

Lesson moves

Give pairs cards showing diplomats, dues, donations, treaty votes, and volunteer work, then have them sort the cards by type of participant.
Ask students to write: How is government participation in an international organization different from citizen participation?
Play a matching game connecting the United Nations, NATO, WHO, and Red Cross with specific U.S. government or citizen actions.
Read a recent international aid report and identify where U.S. funding, officials, volunteers, or private donations appear.
