What Students Need to Do: Students identify the Preamble as the Constitution’s introduction. They explain that it names the people as the source of authority and states the government’s broad goals.
What Mastery Looks Like: Students can explain the Preamble’s role without calling it a list of laws or rights. They can connect its phrases to goals such as justice, peace, defense, and liberty.
Common Misconceptions: Students may confuse the Preamble with the Declaration of Independence or the Bill of Rights. They may also think it grants specific powers or creates enforceable laws.
How to Assess It: Exit ticket: “What job does the Preamble do? Name two goals it sets and explain why they appear before the Constitution’s articles.”

Lesson moves

Give pairs cut-up Preamble phrase cards and goal cards, then have them match each phrase to the goal it expresses.
Ask students to write: “Why would the framers place a statement of goals before the rules for government?”
Play a six-goal sorting relay using scenario cards about justice, peace, defense, welfare, liberty, and national unity.
Compare the Preamble with a school club mission statement, then identify how each introduces a group’s authority and goals.
