What This Cluster Means

What Students Need to Do

Students identify who made economic choices in early civilizations, including families, clans, councils, and rulers. They trace decisions about land, labor, taxes, food storage, and trade. They explain how these patterns supported larger governments and economies.

What Mastery Looks Like

Given an example, students can name the decision maker, describe the choice, and explain its effect on the community. They can compare how two civilizations organized economic decisions using evidence.

Common Misconceptions

Students may think an economy only involves money or trade. They may assume rulers made every choice and overlook households, customs, and local leaders. They may confuse who made a decision with who benefited from it.

How to Assess It

Exit ticket: A river city has one grain store after a weak harvest. Name who should decide how grain is used, give one rule, and explain one likely effect.

Ways to Teach It

  1. Give groups grain tokens and role cards for farmers, clan leaders, merchants, and rulers, then have them allocate food after a failed harvest.

  2. Ask students to write: Who should control surplus grain, families, clan leaders, or rulers, and why?

  3. Play a matching game pairing decision makers with choices about taxes, labor, irrigation, storage, and trade, then justify each match.

  4. Compare a city council's road budget with an ancient ruler's irrigation plan, noting who pays, who decides, and who benefits.
