What This Standard Means
What Students Need to Do
- Students explain why citizens might choose elected representatives rather than make every public decision themselves. They use reasons such as efficiency, informed debate, election accountability, and limits on one-person rule.
What Mastery Looks Like
- A student can make a clear claim and support it with two accurate reasons. The student can compare elected representation with direct democracy or rule by a monarch.
Common Misconceptions
- Students may confuse representative government with direct democracy and think voters decide every law. Some think elected leaders can do whatever they want, overlooking elections, constitutions, and laws. Others assume representation means every citizen's view will always win.
How to Assess It
- Use this exit ticket: “A large new country must choose how to govern. Give two reasons it might elect representatives instead of having citizens vote on every law.”

Ways to Teach It
Give groups five town issue cards, elect one representative per group, and compare that process with a whole-class vote on every card.
Ask students to write: Why might a large, spread-out nation choose elected lawmakers instead of asking every citizen to vote on every law?
Play an argument sort using cards labeled efficiency, public consent, inherited power, election accountability, and direct voting.
Open your city council website, identify one elected member and one recent vote, then explain how residents can hold that member accountable.
