What Students Need to Do: Students identify problems people handle together, such as keeping communities safe, making rules, and providing shared services. They explain how leaders and agreed rules help groups solve these problems.
What Mastery Looks Like: Students can name several reasons a community needs a government. They can connect each reason to an example, such as traffic laws keeping roads orderly or firefighters protecting people.
Common Misconceptions: Students may think government means only the president or police. They may also think governments exist only to punish people, rather than to provide services and solve shared problems.
How to Assess It: Exit ticket: A new town has no leaders or rules. Name two reasons residents might create a government and explain how each would help.

Lesson moves

Give groups blocks to build a town, then add shared rules and assigned leaders when problems arise.
Ask students to write about what might happen if a community had no traffic rules, firefighters, or leaders.
Play a card match game pairing community problems, such as unsafe roads, with government actions that address them.
Examine a local park, road, or fire station and discuss how local government helps provide and maintain it.
