What This Standard Means

What Students Need to Do

Students identify that money from jobs and many other sources can be taxed. They explain how governments use tax money for schools, roads, parks, emergency services, and other public needs.

What Mastery Looks Like

Students can name several government goods and services supported by taxes. They can explain why communities collect money from many people to provide services everyone may use.

Common Misconceptions

Students may think taxes are optional or apply only to paychecks. They may believe public schools, roads, and fire departments are free because people do not pay when using them.

How to Assess It

Ask students to name two services a town could pay for with tax money and explain how each service helps the community.

  1. Give groups $20 in play money and service cards, then have them build a town budget for roads, schools, parks, and firefighters.

  2. Ask, “Which service would our community miss most without tax money, and why?” then have students write three supporting sentences.

  3. Play Public Service Match by pairing tax revenue cards with road repair, libraries, police, schools, and parks, then explaining each match.

  4. Open a city or county budget webpage, find one tax-funded service, and draw a captioned picture showing who uses it.
