What Students Need to Do: Students explain why governments collect taxes and how tax money pays for public services, infrastructure, and programs that support economic activity. They distinguish common federal, state, and local taxes and connect each level to its spending responsibilities.
What Mastery Looks Like: Students can match taxes such as federal income tax, state sales tax, and local property tax with the governments that collect them. They can explain how roads, schools, emergency services, and public programs help people and businesses participate in the economy.
Common Misconceptions: Students may think all taxes go to the federal government or that each level funds the same services. They may also confuse taxes with prices, fees, or voluntary donations and assume every taxpayer pays the same amount.
How to Assess It: Give students three tax examples and three public services. Ask them to identify the likely government level and explain one way each service supports the economy.

Have groups sort mock pay stubs, store receipts, and property tax bills by government level, then match each tax to a public service.
