What This Standard Means
What Students Need to Do
- Students trace how taxes, tariffs, spending, subsidies, and regulations change choices by consumers and businesses. They explain intended and unintended effects on prices, jobs, trade, production, and government revenue.
What Mastery Looks Like
- A student can take a policy scenario and build a clear cause-and-effect chain with at least two economic outcomes. They identify who benefits, who bears costs, and support their explanation with facts or data.
Common Misconceptions
- Students often assume every policy helps or hurts everyone in the same way. They may confuse a policy's goal with its actual result, or name an effect without explaining how it happens.
How to Assess It
- Exit ticket: The government places a 20 percent tariff on imported steel. Name one likely effect on steel prices, one effect on a U.S. carmaker, and one group that may benefit.

Ways to Teach It
Give groups policy and effect cards, then have them build arrow chains showing how a tariff or tax affects prices, jobs, and trade.
Ask students to write: Who gains, who pays, and what unintended effect might follow from a government subsidy?
