What Students Need to Do: Students identify a local or statewide problem and explain how citizens can ask government to address it. They connect actions such as petitions, public comments, meetings, and contacting officials to possible government responses.
What Mastery Looks Like: Given a problem, students name the appropriate local or state office and describe steps citizens could take. They explain how citizens and officials share responsibility for finding a solution.
Common Misconceptions: Students may think voting is the only way citizens can participate or that a petition guarantees change. They may also confuse local, state, and federal responsibilities.
How to Assess It: Give this exit ticket: “Trash is piling up in a city park. Name the government office citizens should contact and two actions citizens could take.”

Lesson moves

Give groups a neighborhood map and cards, then have them place each problem beside a citizen action and responsible local office.
Ask students to write which citizen action would best address litter in a state park and explain why.
Play an action match game, pairing problem cards with citizen actions and the correct local or state office.
Read a local news story, then draft a class email to the responsible official suggesting one practical solution.
