What This Cluster Means
What Students Need to Do
- Students compare whole numbers by reading digits from the greatest place value until they find a difference. They use comparison words or symbols and arrange up to four numbers in either ascending or descending order.
What Mastery Looks Like
- Students compare two numbers accurately with words or symbols and explain the first place where the digits differ. They order four numbers correctly, including numbers with zeros in different places.
Common Misconceptions
- Students may compare numbers by length without checking place value, or focus on a smaller digit in the wrong place. They may reverse > and <, overlook zeros, or confuse least-to-greatest order with greatest-to-least order.
How to Assess It
- Give students 504,090, 540,009, 504,900, and 450,900. Ask them to order the numbers from least to greatest, then compare 504,090 and 504,900 using a symbol and one sentence.

Ways to Teach It
Give pairs seven-digit number cards and place-value mats, then have students build, compare, and justify each pair.
Ask, “Which place decides whether 3,405,120 or 3,450,102 is greater, and why?”
Play Number Line-Up: teams draw four number cards and race to arrange them in the stated order.
Compare city populations from a printed data table, then rank four cities from greatest to least population.
