What This Standard Means
What Students Need to Do
- Students compare pairs of whole numbers by checking place values from left to right. They describe each relationship with greater than, less than, equal to, or not equal to.
What Mastery Looks Like
- Given any pair of numbers, the student compares digits from left to right and identifies the first place where they differ. The student writes and reads the relationship correctly using words and symbols.
Common Misconceptions
- Students may think the wider side of the comparison symbol points to the smaller number. They may compare matching digits without considering place value. They may use ≠ when > or < is needed, even though ≠ gives no direction.
How to Assess It
- Exit ticket: Complete 4,305,718 __ 4,350,718 and 672,410 __ 672,410 with symbols, then write each comparison in words.

Ways to Teach It
Build two seven-digit numbers with place-value cards, then place the correct >, <, =, or ≠ card between them.
Students answer the prompt, “Which place decides whether 3,482,716 or 3,478,921 is greater, and why?”
Play comparison war with seven-digit number cards, requiring each winner to name the deciding place and state the comparison aloud.
Compare population figures for two cities, and have students write each relationship with a symbol and in words.
