Knowledge and Skills in This Standard
3.NS.2 is a Standards of Learning standard. These are the knowledge and skills expectations under it.
- 3.NS.2.a
Compare two whole numbers, each 9,999 or less, using symbols (>, <, =, ≠) and/or words (greater than, less than, equal to, not equal to), with and without model...
- 3.NS.2.b
Order up to three whole numbers, each 9,999 or less, represented with and without models, from least to greatest and greatest to least.

What This Cluster Means
What Students Need to Do
- Students compare whole numbers through 9,999 using place value, models, words, and the symbols >, <, =, and ≠. They order up to three numbers from least to greatest or greatest to least.
What Mastery Looks Like
- Students compare numbers by checking thousands, then hundreds, tens, and ones as needed. They correctly use >, <, =, and ≠, and order three numbers in either direction, including numbers shown with models.
Common Misconceptions
- Students may compare only the first digits they notice or assume the longer-looking model shows the greater number. They may reverse > and <, confuse least-to-greatest order, or overlook equality.
How to Assess It
- Give students 4,092, 4,209, and 4,029. Ask them to order the numbers from least to greatest, then write a true comparison using two symbols.

Ways to Teach It
Build two numbers with base-ten blocks or place-value disks, then compare them using a symbol card and explain the deciding place.
Ask, “Which is greater, 3,507 or 3,570, and which place proves it?” Students answer in writing with a comparison sentence.
Play Number Order Relay: teams draw three four-digit cards and arrange them from least to greatest, then reverse the order.
Compare attendance, distances, or book totals under 10,000, then rank three values and write two true comparison statements.
