What This Standard Means
What Students Need to Do
- Students compare the costs, benefits, and opportunity costs of a specific choice. They use evidence to explain what motivates the decision and predict intended and unintended results.
What Mastery Looks Like
- A student can complete a decision matrix with accurate criteria and evidence. The student selects an option, names the incentive, and explains likely short-term and long-term consequences for different groups.
Common Misconceptions
- Students may think incentives are only money or that consequences are always punishments. They may list pros and cons without weighing them, ignore opportunity cost, or confuse a hoped-for result with evidence.
How to Assess It
- Exit ticket: A town can spend $100,000 on a bus route or a park. Complete a cost-benefit table, choose one option, and name its incentive, opportunity cost, and two likely consequences.

Ways to Teach It
Give groups option, cost, benefit, and consequence cards to sort on a decision matrix before choosing where a town should build a clinic.
Ask students to write: Should the school replace lockers with charging stations, and which incentives and consequences should carry the most weight?
Run a choice auction where teams spend ten tokens to rank options, then defend the benefit they valued over the opportunity cost.
Have students compare two phone plans using advertised incentives, monthly costs, data limits, and likely consequences for a family budget.
