What This Standard Means
What Students Need to Do
- Students identify government actions that set rules for businesses, protect workers and consumers, preserve competition, and limit monopoly power. They use evidence to judge why a regulation exists and whether its benefits outweigh its costs.
What Mastery Looks Like
- Given a marketplace problem, students can match it to a reasonable government response, such as safety rules, labor laws, or antitrust action. They explain likely effects on consumers, workers, businesses, prices, and competition, then support a judgment with evidence.
Common Misconceptions
- Students may think every large company is an illegal monopoly or that all monopolies are banned. They may also assume regulation always lowers prices, helps everyone equally, or comes only from the federal government.
How to Assess It
- Exit ticket: A single company buys every local bus service and raises fares. Name one government response, explain its purpose, and judge one likely benefit and cost.

Run a token market, then add a safety rule, minimum wage, and antitrust action; students track prices, choices, and worker outcomes.
Students answer: Who benefits from a factory safety rule, who pays, and is the rule justified?
