What This Standard Means
What Students Need to Do
- Students explain where government power comes from, how it is divided, and how it is restrained. They match government examples to each principle and distinguish ideas that are often confused.
What Mastery Looks Like
- Given a government scenario, students name the principle involved and justify their answer with specific evidence. They also explain why one event may show more than one principle.
Common Misconceptions
- Students often confuse federalism with separation of powers and republicanism with the Republican Party. They may think limited government means weak government or that popular sovereignty requires citizens to vote on every law.
How to Assess It
- Exit ticket: Match each example to one principle: elected lawmakers, state and national taxes, a presidential veto, courts interpreting laws, limits on Congress, and voter consent. Explain one match.

Ways to Teach It
Give pairs six principle cards and twelve government scenario cards; students sort each scenario, then defend two placements with a Constitution excerpt.
Have students answer which principle best protects citizens from abuse of power, then support their claim with one government example.
Play Principle Charades: teams draw a scenario card, act it out, and classmates name the principle and explain the evidence.
Project a news article about a state challenging a federal policy; students underline each level's power and circle checks by courts or Congress.
