What This Standard Means
What Students Need to Do
- Students define a public problem and collect relevant facts from reliable sources. They compare several options, choose one based on evidence, carry it out in a simulation, and judge the result using clear criteria.
What Mastery Looks Like
- Students can show each step in an organized plan and explain how evidence shaped their choice. They can name tradeoffs, measure whether the solution worked, and suggest a reasonable change.
Common Misconceptions
- Students may choose the first appealing option before clearly defining the problem or gathering facts. They may ignore disadvantages, treat opinions as evidence, or claim success without using measurable criteria.
How to Assess It
- Use this exit ticket: “A neighborhood park has too much litter. List two facts to gather, two possible solutions, one tradeoff for each, your choice, and one way to measure success.”

Ways to Teach It
Give groups a campus map, budget tokens, and traffic data; have them place a safer crosswalk, explain the choice, and test it against criteria.
Ask students to write: Should the city turn an empty lot into housing, a park, or parking, and what evidence supports your choice?
Run a decision-step card race where teams sequence problem, evidence, options, tradeoffs, action, and evaluation cards for a cafeteria waste scenario.
Use a local council agenda item, then have students recommend one option and define a measure for checking results after one month.
