What Students Need to Do
- Students define a civic or historical problem, use reliable evidence, and compare possible responses. They select a response, explain their reasoning, and judge the results using clear criteria.
What Mastery Looks Like
- A student can complete a decision matrix that compares several options using evidence. The student can defend one choice, describe how to carry it out, and revise it after reviewing results.
Common Misconceptions
- Students may jump to the first solution before identifying causes or gathering evidence. They may treat opinions as facts or list only benefits. Some judge a solution by good intentions rather than measurable results.
How to Assess It
- Exit ticket: A town has limited funds to reduce traffic near a school. Name two options, give one benefit and drawback for each, choose one, and state how success would be measured.

Ways to Teach It
Give groups a town flood map, budget tokens, and response cards, then have them choose a plan and test it against a second storm.
Write a council memo explaining which response to a local water shortage should be chosen, using two facts and one tradeoff.
Run an option-ranking relay where teams sort solution cards by cost, fairness, speed, and likely impact, then defend one ranking.
Have students study a school traffic problem, interview two users, propose one change, and name evidence that would show whether it worked.
