What Students Need to Do
- Students distinguish a right from a responsibility and a legal duty. They explain how citizens' actions protect others' rights and help elected governments work.
What Mastery Looks Like
- A student can label free expression as a right, learning about candidates as a responsibility, and paying taxes as a duty. They can explain how each supports fair participation, public services, or the rule of law.
Common Misconceptions
- Students often use responsibility and duty as synonyms, missing that duties are usually required by law. They may think rights have no limits, or that only elected officials must keep government working.
How to Assess It
- Use this exit ticket: A citizen speaks at a council meeting, researches candidates before voting, and pays required taxes. Label each action and explain how two help representative government work.

Ways to Teach It
Give pairs cards showing free speech, informed voting, tax payment, and jury service; students sort them and justify each placement.
Ask students to write: What could happen if citizens demanded rights but ignored responsibilities and legal duties?
Play a three-corner game labeled Right, Responsibility, and Duty; read scenarios, then have students move and defend their choices.
Open a local council agenda and identify where public comment, elected decisions, and tax-funded services show citizen-government relationships.
