What Students Need to Do: Students explain how public participation helps communities solve problems and makes government more responsive. They connect specific citizen actions to local, state, or national issues.
What Mastery Looks Like: Students can identify the government level involved in an issue and choose a suitable way to participate. They can explain how that action could affect a decision or community need.
Common Misconceptions: Students may think voting is the only form of participation or that every issue belongs to the national government. They may also confuse legal duties with voluntary responsibilities or assume children cannot participate.
How to Assess It: Give this exit prompt: “A neighborhood park has broken equipment. Name the government level involved, one action a resident could take, and why participation matters.”

Lesson moves

Sort civic action cards onto local, state, and national mats, then add a sticky note explaining how each action helps.
Write four sentences answering: Why should people participate in a public issue even when it does not affect them directly?
Play a scenario relay where teams match each public issue with a government level, a citizen action, and a likely result.
Read a current city council agenda, choose one item, and draft a three-sentence message stating a position and reason.
