What Students Need to Do

Students compare who holds power, how decisions are made, and whether colonists have a voice in different governments. They explain how the Mayflower Compact and Virginia House of Burgesses gave colonists roles in governing.

Students can distinguish rule by a monarch from government through elected representatives. They can describe each colonial example and support a comparison with accurate details.

Common Misconceptions

Students may think all colonists could vote or hold office. They may also confuse the Mayflower Compact, an agreement for self-rule, with the elected Virginia House of Burgesses.

How to Assess It

Give students four boxes labeled monarchy, representative government, Mayflower Compact, and House of Burgesses. Ask them to write who made decisions and one defining feature in each box.

   Give groups role cards for a king, governor, elected burgess, and colonist, then have them sort who makes decisions in each system.

   Ask, “Which gave colonists more say, the Mayflower Compact or Virginia House of Burgesses, and what evidence supports your answer?”

   Play a matching relay using government names, colonial examples, decision makers, and defining features printed on separate cards.

   Compare a class vote with a principal’s decision, then connect each process to shared representation or rule by one authority.
