What This Standard Means
What Students Need to Do
- Students examine how their community and another community provide public services and daily resources. They identify similarities and differences, then explain why size, location, or population may affect the choices.
What Mastery Looks Like
- Students can complete an accurate comparison chart covering local leadership, schools, communication systems, transportation, and recreation. They support each comparison with a specific example from both communities.
Common Misconceptions
- Students may assume every community has the same services, such as buses, large schools, or recreation centers. They may confuse government with all community organizations or limit communication to phones and transportation to cars.
How to Assess It
- Give students a five-row exit ticket labeled government, education, communication, transportation, and recreation. For each row, have them record one difference between their community and another community.

Ways to Teach It
Give pairs photo cards of city halls, schools, newspapers, buses, parks, and rural equivalents to sort by community and service.
Ask, “How does our community solve one need differently from another community, and why might location or population explain the difference?”
Play comparison bingo using public bus, school district, radio station, mayor, and sports field squares, with students explaining each match.
Use your town website and another community’s website to compare council services, school links, transit options, news alerts, and park programs.
