What This Standard Means
What Students Need to Do
- Students match familiar public services to local, state, or national government. They identify examples such as city parks, state highways, and the military.
What Mastery Looks Like
- Students sort services accurately by the level that commonly provides them. They can also recognize that some services, such as roads and schools, may involve more than one level.
Common Misconceptions
- Students may think the national government provides every public service. They may place all roads under one level or confuse private businesses, such as grocery stores, with government services.
How to Assess It
- Give an exit ticket listing police, state parks, mail delivery, city trash pickup, interstate highways, and the military. Students label each local, state, or national.

Ways to Teach It
Give pairs service picture cards and three labeled mats, then have them sort each card by government level.
Ask students to write which government service their family used most recently and identify the level that commonly provides it.
Play a three-corners game where students move to local, state, or national after hearing a service named.
Use a community map to mark the library, fire station, state highway, and post office, then label each government level.
