What This Standard Means
What Students Need to Do
- Students identify income, fixed expenses, variable expenses, savings, and unexpected costs. They explain how a spending plan helps families meet needs, handle emergencies, avoid debt, and reach goals.
What Mastery Looks Like
- Students can create a balanced monthly plan in which expenses and savings do not exceed income. They can explain how the plan helps a family make choices and prepare for unexpected costs.
Common Misconceptions
- Students may think a budget only limits spending or is only needed when money is scarce. They may treat wants as needs, ignore irregular expenses, or count credit cards as income.
How to Assess It
- Give students a household income of $3,200 and expenses totaling $3,350. Ask them to revise the plan and name two benefits of their changes.

Ways to Teach It
Give pairs $3,000 in play money and expense cards, then have them build a monthly plan that includes savings and emergencies.
Ask students to write: What could happen if a family plans for rent and food but not car repairs?
Run a budget challenge where teams draw surprise expense cards and revise their plans without missing required payments.
Use a sample local apartment listing and grocery ad to estimate two major monthly household costs.
