What Students Need to Do: Students identify how each system chooses its executive leader and how that leader relates to the legislature. They compare fixed presidential terms with a prime minister’s dependence on legislative support. They classify governments from short descriptions and cite details as evidence.
What Mastery Looks Like: Students correctly label a government as parliamentary or presidential from details about elections, leadership, and removal from office. They explain their choice using at least two accurate features.
Common Misconceptions: Students may think all democracies directly elect a president. They may assume voters choose a prime minister on a separate national ballot. They may also confuse a president’s fixed term with a prime minister’s need to keep legislative support.
How to Assess It: Exit ticket: Country A’s legislative majority chooses a prime minister; Country B’s voters separately elect a president. Label each system and explain which leader depends on legislative confidence.

Lesson moves

Give groups voter, legislator, party, prime minister, and president role cards; run two mock selections and chart who chooses the executive.
Write: Which system gives the legislature more direct control over the executive, and what feature supports your answer?
Play a scenario sort: teams place government clue cards under parliamentary or presidential, then earn points by defending each placement.
