What Students Need to Do
- Students trace how an amendment moves from proposal to ratification. They identify the two proposal methods, the two ratification methods, and the required fractions at each stage.
What Mastery Looks Like
- Students can place each step in order and explain why broad agreement is required. They correctly connect two-thirds with proposal and three-fourths with ratification.
Common Misconceptions
- Students may think the president signs amendments or that Congress can change the Constitution alone. They often confuse two-thirds with three-fourths or mistake an amendment proposal for final approval.
How to Assess It
- Give students four process cards and ask them to arrange the cards, label each required fraction, and explain the president's role in one sentence.
