What This Standard Means
What Students Need to Do
- Students identify the legislative, executive, and judicial roles. They explain how each branch limits the others through actions such as vetoes, overrides, and court review. They connect these roles to federal, state, and local governments.
What Mastery Looks Like
- Students can label the branch and government level in a short scenario. They can trace what happens to a law and explain how power is divided and limited.
Common Misconceptions
- Students may think the president controls every branch or that federal, state, and local governments are branches. They may assume every local government copies the federal structure exactly. They may also confuse making a law with enforcing or interpreting it.
How to Assess It
- Exit ticket: A state legislature passes a bill, the governor vetoes it, lawmakers override the veto, and a state court reviews the law. Label each action by branch and explain two checks.

Ways to Teach It
Give groups branch role cards and a sample bill, then have them act out passage, veto, override, and court review.
Ask students to write why giving one person the power to make, enforce, and interpret laws could cause problems.
Play Branch and Level Match by reading scenario cards while students hold up legislative, executive, judicial, local, state, or federal cards.
Use a city or county website to identify the council, mayor or manager, and courts, then compare their roles with state government.
