What Students Need to Do: Students explain that government is a system people use to make community decisions and provide services. They tell how rules and laws support safety, fairness, and order.
What Mastery Looks Like: Students give examples of rules and laws and explain why each is needed. They describe a likely problem when a community has no shared rules.
Common Misconceptions: Students may think government means one leader or only the president. They may confuse laws with family or classroom rules and see all rules as punishment.
How to Assess It: Ask: “What could happen in a town with no traffic laws? Name one problem and explain how government could help.”

Lesson moves

Use blocks to build a town, then draw problem cards and have groups create one fair rule and choose who enforces it.
Ask, “What might happen if our playground had no rules?” Students discuss one problem, then write how a rule would help.
Play a card sort with examples such as library voices, speed limits, and bedtime, labeling each rule, law, or family choice.
Walk near the school to spot crosswalks and signs, then connect each one to safety and a local government responsibility.
