Expectations in This Standard
3.NR.1 is a Georgia mathematics standard. These are the expectations under it.
- 3.NR.1.1
Read and write multi-digit whole numbers up to 10,000 to the thousands using base-ten numerals and expanded form.
- 3.NR.1.2
Use place value reasoning to compare multi-digit numbers up to 10,000, using >, =, and < symbols to record the results of comparisons.
- 3.NR.1.3
Use place value understanding to round whole numbers within up to 1000 to the nearest 10 or 100.

What This Cluster Means
What Students Need to Do
- Students represent and read whole numbers through 10,000 using models, words, standard form, and expanded form. They compare numbers by examining digits from left to right. They round numbers through 1,000 to the nearest ten or hundred.
What Mastery Looks Like
- A student can model, read, and write a number such as 7,042 in several forms. The student can compare two numbers using place value and explain each rounding choice.
Common Misconceptions
- Students may ignore zero as a placeholder, reading 4,052 as 452. They may compare only the last digits instead of starting with the greatest place. When rounding, they may change every digit or always round up.
How to Assess It
- Use an exit ticket: Write 6,204 in words and expanded form, compare it with 6,240, then round 684 to the nearest ten and hundred.

Ways to Teach It
Give pairs place value disks to build 3,406 and 3,460, then write each number in standard, word, and expanded form.
Ask students to explain in writing why 5,083 is greater than 5,038 and which digit proves it.
Play Number Showdown with digit cards, where partners build the greatest number, compare results, and earn a point for a correct explanation.
Give students a store price list, then have them order prices to $10,000 and round prices under $1,000 to estimate costs.
