What This Standard Means
What Students Need to Do
- Students read different kinds of grade-level texts aloud with less effort over time. They recognize most words quickly, group words into phrases, keep a steady pace, and correct errors.
What Mastery Looks Like
- A student reads a new grade-level passage with few hesitations or decoding pauses. The reading is accurate and smooth, and the student fixes words that disrupt meaning.
Common Misconceptions
- Some students equate fluency with reading as fast as possible and skip punctuation or words. Others read memorized passages smoothly but struggle with new texts. Some keep going after an error even when the sentence no longer makes sense.
How to Assess It
- Give the student an unfamiliar 75-word grade-level passage to read aloud. Mark hesitations, errors, and self-corrections, then ask for a one-sentence retell.

Ways to Teach It
Cut a short passage into phrase strips, then have students rebuild it and read the complete passage aloud in meaningful groups.
After two partner readings, students complete the prompt, “My second reading sounded smoother because I...” and share one example.
Play Fluency Relay: partners alternate reading two sentences and earn points for accuracy, punctuation pauses, and sensible self-corrections.
Have students rehearse and read a lunch menu, weather report, or morning announcement aloud as if speaking to the class.
