What This Standard Means

What Students Need to Do

Students turn a broad issue into focused, open-ended questions that can guide research or shape a text. They connect related ideas, consider possible solutions, and revise questions as their understanding grows.

What Mastery Looks Like

A student can create a sequence of questions that moves from broad background to a manageable line of inquiry. The questions invite analysis, show links among topics, and support a clear research plan or draft.

Common Misconceptions

Students may turn a topic statement into a question without narrowing its scope. They may rely on yes-or-no questions, keep their first question unchanged, or choose questions answered by opinion alone.

How to Assess It

Exit ticket: For the topic “school start times,” write one broad question, one focused revision, and two related subquestions. Star the question most likely to guide credible research.

Ways to Teach It

  1. Place question cards about local water use on a table; students sort them as broad, focused, or unsearchable, then revise two.

  2. Write for five minutes: How are affordable housing, transportation, and school access connected, and which connection deserves research?

  3. Run a question ladder relay: teams transform a broad topic into background, connection, solution, and narrowed research questions.

  4. Use a city council agenda; students choose one issue, draft a research question, and list evidence a council member would need.
