What This Standard Means
What Students Need to Do
- Students locate numbers on number lines and arrange sets from least to greatest or greatest to least. They compare values by checking hundreds, tens, and ones in order, then use <, >, or =.
What Mastery Looks Like
- Given several numbers, students locate each between labeled benchmarks and arrange the set in order. They explain comparisons with place-value language and choose the correct symbol.
Common Misconceptions
- Students may say 399 is greater than 402 because 9 is greater than 2. They may think 999 exceeds 1,000, reverse comparison symbols, or ignore the intervals on a number line.
How to Assess It
- Exit ticket: Plot 375 and 620 on a number line labeled 0, 500, and 1,000, then complete 375 __ 620 and explain your symbol choice.

Ways to Teach It
Build 248, 284, and 428 with base-ten blocks, then line up the models from least to greatest and label each number.
Ask, “Which is greater, 507 or 570?” and have students write a place-value explanation before sharing with a partner.
Play Number Line Relay: teams draw a card, place its number on a 0-to-1,000 floor line, and justify the location.
Give three library book counts and ask students to rank the shelves from fewest to most books using comparison symbols.
