The Standard

Estimate and determine the percent represented by a given model (e.g., number line, picture, verbal description), including percents greater than 100% and less than 1%.*

Virginia Standards of Learning for Mathematics · The student will reason and use multiple strategies to express equivalency, compare, and order numbers written as fractions, mixed numbers, decimals, and percents.

What This Standard Means

What Students Need to Do

Students estimate and calculate the percent shown by number lines, pictures, and verbal descriptions. They work with amounts below 1%, between 1% and 100%, and above 100%.

What Mastery Looks Like

Students identify the whole, estimate the percent, and calculate the exact value from a model or description. They correctly interpret amounts beyond one whole and very small parts of one whole.

Common Misconceptions

Students may treat every shaded piece as one percent, even when the model is not divided into 100 equal parts. They often confuse 0.4, 40%, and 0.4%. Some assume percents cannot exceed 100% or be smaller than 1%.

How to Assess It

Exit ticket: Show points at 1.35 and 0.006 on a number line where 1 equals 100%. Ask students to estimate, then find each percent and explain.

Ways to Teach It

  1. Build 125% with one full hundred-grid and 25 squares of another, then shade four tenths of one square to model 0.4%.

  2. Display a partly shaded model and ask, “What is the whole, what percent is shown, and how do you know?”

  3. Play a matching game with cards showing number lines, shaded pictures, verbal descriptions, and percent labels, including values above 100% and below 1%.

  4. Use a fundraiser goal to calculate 135% progress, then compare it with a factory report showing a 0.5% defect rate.
