What This Standard Means
What Students Need to Do
- Students identify major Allied and Axis leaders, then connect each person to a country, alliance, and wartime role. They explain how leaders’ decisions affected the war and judge those decisions using evidence.
What Mastery Looks Like
- Students can accurately match Roosevelt, Truman, Eisenhower, Churchill, Stalin, Hitler, Mussolini, and Tojo with their countries and roles. They can compare two leaders’ decisions and explain their effects on the war.
Common Misconceptions
- Students may place Stalin with the Axis because of the earlier German-Soviet agreement. They often confuse Roosevelt’s and Truman’s actions or treat Eisenhower as a political leader. Some assume Hirohito and Tojo held the same authority in Japan.
How to Assess It
- Exit ticket: Choose one Allied leader and one Axis leader. Name each country and role, explain one decision by each, then judge which decision had greater impact.

Ways to Teach It
Give pairs leader, country, alliance, role, and decision cards to sort, then require students to defend two matches with evidence.
Ask students to write: Which leader’s decision most changed the war’s outcome, and what evidence supports your choice?
Play Leader Clue Relay, reading three clues while teams identify the leader, country, alliance, and political or military role.
Examine a local or national World War II memorial and connect named campaigns to the leaders who directed them.
