What This Standard Means
What Students Need to Do
- Students identify which government handles a public problem and explain where its authority and money come from. They compare ways people participate, then explain when governments act alone or share work.
What Mastery Looks Like
- Given an issue such as roads, schools, disaster response, or tribal lands, students assign roles to each government and justify their choices. They name likely funding sources and an appropriate citizen action.
Common Misconceptions
- Students often assume the federal government controls every other government or that tribal governments are county agencies. They may assign a shared service to one level, confuse taxes with budgets, or assume everyone can vote in tribal elections.
How to Assess It
- Exit ticket: For flood response, list one role, funding source, and citizen action for each government. Mark each role as independent or shared.

Ways to Teach It
Give pairs cards naming services, revenue sources, and citizen actions, then have them sort under local, state, federal, tribal, or shared.
Ask, “Who should repair a bridge crossing city, state, and tribal lands, and who should help pay?” Students defend a written plan.
Run a four-corner game: read government scenarios, students move to the responsible level, then earn a point by naming a funding source.
Use a nearby city, county, or tribal council agenda to trace one project’s cost, funding, public comments, and connections to other governments.
