What This Standard Means
What Students Need to Do
- Students connect wider events to choices made by counties, cities, and school boards. They explain how laws, funding changes, emergencies, and economic pressures can alter local budgets, services, and policies.
What Mastery Looks Like
- Students can trace a clear cause-and-effect chain from an outside issue to a local action. They can explain whether officials are following a requirement, responding to costs, or choosing among options.
Common Misconceptions
- Students may think local governments can ignore state or federal requirements. They may confuse where an issue began with which level of government responds, or assume every locality will make the same choice.
How to Assess It
- Exit ticket: Choose one event, a new state law, a federal grant cut, or an overseas oil shortage. Name one local decision it could change and explain why.
Lesson moves
Ways to Teach It
Give groups a town budget and state mandate, federal grant cut, and overseas fuel shortage cards, then have them revise spending and explain each change.
Write a council statement answering, “Should our county change its emergency plan after an international cyberattack disrupts hospitals, and why?”
Teams sort scenario cards by state, national, or international origin, then race to match each with a likely local response.
Students inspect a recent local council agenda and connect one item to a state law, federal action, or international event.
