What This Standard Means
What Students Need to Do
- Students identify the knowledge, abilities, skills, work habits, and education that people bring to a job. They explain how worker supply and employer demand affect career options, pay, and training needs.
What Mastery Looks Like
- Students can match a job with the human capital needed to perform it. Given a labor market change, they can predict how job openings, wages, or skill requirements may change.
Common Misconceptions
- Students may think human capital means money, tools, or buildings. They may treat education as the only form of human capital. They may also confuse demand for workers with the number of people seeking work.
How to Assess It
- Exit ticket: A town gains two data centers, but few residents have IT training. Name two needed forms of human capital and predict one effect on jobs or wages.

Ways to Teach It
Give groups skill, habit, education, and job cards, then have them build a qualified applicant for each job.
Prompt: “Which matters more for a nurse, education, physical skill, intellectual skill, or work habits, and why?”
Run a labor market game where employers bid for worker cards, then add or remove workers and compare wages.
Have students annotate three local job ads for required human capital and clues about worker demand.
