Students read a challenging passage accurately, at a steady rate, and with phrasing that reflects meaning. They support an inference with accurate quotes or paraphrases and use a specific strategy when confused.

Common Misconceptions

Students may treat fluency as speed and ignore phrasing or meaning. They may choose one loosely related quote as evidence. Some keep reading after meaning breaks down instead of rereading, questioning, or summarizing.

How to Assess It

Give students a 250-word grade-level passage. Have them read one paragraph aloud, answer an inference question with two cited details, and name one repair strategy they used.

  1. Cut a short article into sections; pairs sequence them, label structure clues, and write a one-sentence summary.

  2. After two related texts, write: What idea did the second text add, and which two details changed your understanding?

  3. Run a fluency relay where partners reread a 150-word passage, mark errors, time each reading, and coach phrasing rather than speed.

  4. Compare a news report and public information page on a local issue, then create a fact sheet with sourced evidence.
