What This Standard Means
What Students Need to Do
- Students work with peers to create clear guidelines for presentations and discussions. They address preparation, turn taking, evidence, respectful disagreement, time limits, and accountability.
What Mastery Looks Like
- A student proposes specific, workable norms and explains how each one supports the group. The student follows the norms and helps the group revise them when problems arise.
Common Misconceptions
- Students may write vague rules such as “be respectful” without defining observable behavior. They may confuse guidelines with presentation content or assign all enforcement to the teacher. Some expect one set of rules to fit every group and purpose.
How to Assess It
- Give students a scenario in which two speakers dominate and others arrive unprepared. Ask them to write four specific guidelines and justify one choice.

Ways to Teach It
Give groups sticky notes with sample norms to sort into keep, revise, or reject, then have them post a five-rule discussion agreement.
Ask, “What should a group do when one person dominates?” and have students draft a guideline with a clear response.
Play Norm Fix: teams draw a discussion problem card and earn a point by rewriting a vague rule into an observable guideline.
Show a short city council meeting clip, then ask students to identify two visible norms and propose one missing norm.
