What Students Need to Do

Students compare what citizens are expected to do in several modern societies, including the United States. They explain how citizens can participate in government and why their influence differs across societies.

What Mastery Looks Like

Students accurately identify roles such as obeying laws, paying taxes, voting, serving, or speaking on public issues. They compare participation options and limits using evidence from specific societies.

Common Misconceptions

Students may assume citizenship works the same everywhere or that all citizens can vote, protest, or run for office. They may also confuse legal duties with voluntary civic participation.

How to Assess It

Give students short profiles of citizenship in the United States and one other society. Ask them to name one shared responsibility and explain one difference in political participation.

Ways to Teach It

  1. Give groups citizen-action cards and country profiles; students sort each action as allowed, required, limited, or unavailable, citing evidence.

  2. Write: How could a citizen influence one policy issue in the United States and another society, and what limits each option?

  3. Play a matching relay with country cards, responsibility cards, and participation cards, then require teams to explain every match.

  4. Compare two official election or petition websites, then list who may participate, how they participate, and what restrictions apply.
