What This Standard Means
What Students Need to Do
- Students change their pace, phrasing, expression, and rereading habits to fit why they are reading. They maintain accuracy and understand the text while making those changes.
What Mastery Looks Like
- Students read accurately, in meaningful phrases, and at a pace that supports understanding. They can slow down, reread, skim, or add expression to match a clear purpose.
Common Misconceptions
- Students may think fluent reading always means reading fast. They may also use the same pace and expression for a poem, an argument, and technical directions.
How to Assess It
- Give students a short passage and assign two purposes: locate one fact, then read aloud to explain the main idea. Ask them to mark and describe how their reading changed.

Give pairs three passage cards, and have them mark pauses, stressed words, and pace changes before reading each passage aloud.
Ask students to explain how they would read a speech differently when rehearsing for performance versus checking it for evidence.
