What Students Need to Do: Students make a set that matches a given number from 1 through 20. They count out one object for each number word and stop when they reach the given number.
What Mastery Looks Like: Given 13, the student places exactly 13 objects into a set and states the total. The student recounts to check without adding or removing objects accidentally.
Common Misconceptions: Students may keep counting past the target number or stop before reaching it. They may say number words without moving exactly one object for each word.
How to Assess It: Show the numeral 16 and give the student a pile of counters. Ask the student to count out exactly 16 and verify the set.

Give students numeral cards from 1 through 20 and have them count that many cubes into cups.
Ask students to explain how they know when to stop while making a set for a given number.
Play fill-the-order, where students count the requested number of pretend items onto a tray.
